Age-graded time is done for the actual year of a racer's age, rather than just by the 10-year age division the runner is in.

This race was chip-timed, but gun time determined finishing place, which explains places 110 and 112 above.   Coolrunning results also reflect the Race Timer's decision to use gun time to determine pace, which of course is patently inaccurate, and your Grand Prix staff has calculated the correct pace, even rounding down to partially offset the effect on initial pace of the usual slight congestion just after the starting line.
